The recent flare-up between the government and the non-profit sector over changes to policies governing state funding of non-profit organisations (NPOs) has reignited the heated debate around how best to fund our social welfare services and social justice work in South Africa.

The hastily arranged meeting a few weeks ago between the Department of Social Development and a handful of NPOs did little to calm fears over the future funding of the more than 100 000 non-profits who between them deliver more than half of the welfare services government is obliged to provide.

Very few NPOs were invited to or even knew about the meeting at Parliament, which was apparently set up to address growing concerns over the lack of consultation and failure of the government to appreciate how its proposed policy changes will affect the work we do on their behalf.

One of our ongoing frustrations is that the government appears to see its funding of NPOs as the generous granting of gifts and awards, rather than paying for services rendered or ensuring funding for organisations that provide basic and essential social services. It seems to see itself as our benefactor rather than our partner in delivering the critical services promised to the poor and vulnerable.

Another problem with these policy proposals is that they are trying to impose the use of business practices and measurement tools on the non-profit sector. This is being done without much thought to the appropriateness of these practices for the sector, or to the vital work and services we provide.

This growing pressure on non-profits to operate more like businesses and generate ?earned? income is being felt worldwide as governments make massive spending cuts and philanthropic giving falls in the face of global recession.

The problem with the income-generation imperative, however, is that NPOs are established to deliver services that do not generate income. They are inherently unsuited to business as they have social development priorities that limit profitability.

A recent Harvard Business Review article goes so far as to argue that the pressure on non-profits to become more entrepreneurial by generating an income and becoming self-sustaining is a dangerous trend that could distract non-profit managers from their core social missions and, in some cases, even subvert those missions.

The article goes on to insist that a company?s mission is primarily to generate profits, whereas a non-profit must generate impact.

The two don?t, and shouldn?t, mix. The difficult challenge for today?s non-profit leaders is increasingly around how to manage these multiple outcomes ? to ensure that mission is accomplished by ensuring that the means exist to accomplish it.

The belief that ?social enterprise? and ?social entrepreneurs? are the way to go when it comes to tackling social problems is also gaining currency in South Africa. Although social enterprise is not a precise concept, the term is generally understood to define organisations that operate in the open marketplace while also addressing social goals.

I suppose you could say that social enterprises are revenue-generating businesses with a social twist. Whether operated by a non-profit organisation or by a for-profit company, a social enterprise has two goals: to achieve social, cultural, community, economic or environmental outcomes; and to earn money.

A non-profit?s sole aim is to create social value, whereas the objective of a social enterprise is twofold: financial and social.

I am not implying that it is a bad thing for non-profits to, well, generate profits or income. Such objectives must be part of an NPO?s sustainability strategy. However, it is what is done with these profits that defines the difference.

A non-profit cannot distribute its surplus (or profit) to the personal benefit of anyone involved in the organisation, whereas a for-profit group can and does. In fact, maximising and distributing profit is often the bottom-line objective of a for-profit social enterprise that needs to generate an income to sustain and develop an initiative. A non-profit social enterprise can?t distribute the profit, but its focus is still on generating income and surplus.

Although there is much to admire about the non-profit social enterprise business model, I believe that importing it wholesale and imposing it on to the non-profit sector in South Africa will not ensure non-profit sustainability. Any expectation that this is possible, viable, feasible or reasonable demonstrates a fundamental lack of understanding of the values-driven nature of non-profit work.

A key factor here is that it is close to impossible to establish a fully operational, successful income-generating enterprise and an effective non-profit organisation at the same time (unless the purpose of the non-profit is ?to generate income?, and these are few and far between).

Starting an enterprise and an NPO each takes total dedication and commitment from the entrepreneurial founder. As most enterprise start-ups fail within the first couple of years, it is best to focus on the success of one approach. Not both.

Most non-profit work will always require levels of donor funding where the core products, such as a school feeding scheme, simply don?t have consumer targets outside of the donor market.

In any event, non-profits are critical partners in social development, providing opportunities for individual and corporate commitment to social investment, along with the space where people are able to realise their own social commitment and to recognise themselves as active citizens responsible for society around them.

While some non-profits, such as craft projects, are established to generate income, jobs, skills and sustainable livelihoods, there still exists a range of non-profits that will always rely on philanthropic giving regardless of the innovative ways in which they are able to generate income.

Take the Right to Know campaign, which has so actively resisted the passing of the Secrecy Bill. How would such an organisation deliver on its mission to defend the right to access information and the freedom of expression while running a successful income-generating initiative to fully fund the campaign and make a profit to sustain the organisation?

All NPOs, whether classed as social enterprises or not, are always concerned with their financial sustainability and are constantly involved in devising mechanisms to ensure they are able to generate the support to meet their organisational objectives.

But let?s face it: it is easier to make profits than to make justice.

That is not to say that non-profits cannot benefit from the skills and practices used to run successful social enterprises. The concept of applying proven business techniques when it comes to serving real human need is a significant step forward in our quest for social justice.

But we cannot insist that those NPOs dedicated to ensuring and securing social justice in South Africa can only do so if they are able to fully fund their own work.

Bahrain's besieged protesters keep campaign alive (AP)

MANAMA, Bahrain ? Hand signals are passed from the rooftop spotters to the street protesters below: Another group of riot police are moving in their direction.

"Wait," one of the rioters on 443 Lane urges. "Wait. OK, now." The gangs send a barrage of stones toward the police squad's white helmets and then scatter over alleyways and race into homes.

For months, scenes like this have defined Bahrain's Arab Spring unrest: mobs demanding equal rights for Shiites waging hit-and-run battles against security forces defending the Sunni rulers in the tiny Gulf kingdom. In size and fury, the confrontations might seem like little more than a Middle East sideshow in comparison with the far bloodier upheavals in Syria or Yemen.

But in compact Bahrain ? with protest hotbeds and loyalist bastions almost within shouting distance ? everything is amplified. On an island no bigger in area than New York City, majority Shiites and Sunnis backing the ruling dynasty are increasingly unable to find common ground or even agree on a general path toward dialogue.

Protesters are now raising the battle cry of reclaiming Pearl Square, the former hub of the 7-month-old rebellion that's now guarded as tightly as a military base. Security forces, meanwhile, are pushing back harder ? even arresting at least 45 women and girls last week on suspicion of stirring up anti-government dissident in one of Bahrain's main shopping malls.

If Bahrain tumbles toward greater confrontation, places such as 443 Lane will be the training grounds for both sides.

The short street ? jutting off a main road in the mostly Shiite neighborhood of Sanabis ? has been so often caught up in the street skirmishes that used tear gas canisters are collected and stacked in neat rows inside doorways. By late afternoon, the protesters usually begin to gather. Many are well-prepared for the expected tear gas: Wearing swimming goggles and surgical masks. Refrigerators in safe houses hold extra cartons of milk to wash away the burning residue on their faces.

Police appear to have orders to move in at the slightest whiff of a challenge.

And on this night, protesters were particularly anxious for a fight. Voting had just closed in special parliamentary elections Saturday. The voting was called to fill 18 seats ? nearly half the 40-seat chamber ? abandoned by Shiite lawmakers to protest the crackdowns that include deadly clashes and life sentences for some activists.

Shiite groups pressed for a boycott, which they say held turnout to only about 17 percent. Authorities tally it up differently ? portraying the new parliament as representing more than half the country's voters by combining the figures with results from last year's election.

This is part of the separate narratives that make Bahrain volatile and unpredictable.

Shiites claim they are stuck in a permanent underclass although they represent about 70 percent of Bahrain's 525,000 citizens. In their view, all the routes to power, such as high political or military posts, have been blocked by the Sunni leadership. "Welcome to Arab apartheid," read a message spray-painted in red in Sanabis.

Bahrain's Sunni rulers say their country is being pulled apart by rejectionist groups that have chosen violence over dialogue, including offers to allow parliament to vet government appointments such as the premiership. They also view the main Shiite political blocs as deeply conservative ? with ties to Shiite leaders in Iran and Iraq ? and a threat to women's rights and Bahrain's open economy.

The leadership's stance is hardened by the belief that Shiite power Iran is plotting ways to gain influence through the discord in Bahrain ? which could have ended up part of Iran if a U.N.-backed fact-finding mission in 1970 found majority support for annexation.

The fears about Iran also resonate strongly with Bahrain's allies. Neighboring Saudi Arabia led a Gulf military force that came to the rescue of Bahrain's monarchy in March. Washington has stuck by Bahrain's rulers to preserve crucial partnerships, including the base of the U.S. Navy's 5th Fleet. At some police checkpoints, the green Saudi flag flies alongside the red-and-white colors of Bahrain.

On 443 Lane, there are no nuances. The protest gangs see this as their Arab Spring moment that may not come again ? with many too young to remember the last serious street clashes in Bahrain in the 1990s.

But what they want is far less clear. They all denounce the stewardship of Bahrain's king, Hamad bin Isa Al Khalifa, yet have no alternative leader or plan to follow. The driving force of the moment appears to be trying to recapture the mass energy of Pearl Square during the first weeks of the revolt in February.

Authorities know this well. Checkpoints and pincer-style patrols are used to keep protesters mostly contained to their neighborhoods and unable to join forces.

When police moved down 443 Lane, the mobs were ready. First they showered the unit with stones and then took shelter behind metal trash bins overflowing with garbage. Officials have apparently slowed ? or halted ? trash collection in some areas as punishment for the clashes.

Police answered with tear gas.

"Run, run," the protesters yelled. "To the house. The door is open."

About a dozen protesters tumbled through a metal door into the house of a sympathizer. Moments later, the police patrol swept past.

One demonstrator, Ali, poured milk over his face to neutralize the stinging power of the tear gas. He then joined the others on the roof, where they passed signals to other protest sentries tracking the police movements. On cue, some protesters hiding in a pigeon coop rained stones down on the police ? whose ranks include officers from other Arab states and south Asia who are given citizenship under programs to boost Sunni Muslim numbers.

"We know these kinds of fights will not bring down the regime," said Ali, a 27-year-old construction worker who only gave his first name for fear of later reprisals. "But it sends a message that we are here and we will not rest. We feel we are under occupation by a system we no longer respect."

Ali made his way to Sanabis from an area about 10 miles (six kilometers) away, using an underground system of houses that provide shelter and food for protesters. Sanabis is less than a half-mile (one kilometer) from Pearl Square, but they know that it would take a protest army of thousands to break through the cordon of armored vehicles and razor wire.

The storming of Pearl Square by security forces in late February was the first major bloodshed of the unrest. Since then, more than 30 people have been killed.

To Spank or Not to Spank - Fatherhood

One of the age-old questions in parenting is the issue of should we spank our children? Bring this topic up in almost any social gathering and you will prompt a debate that will put the Republican presidential candidates to shame!

Some argue that spanking is just a barbaric vestige from the ancient past that we can't seem to get rid of. Others see it as a Biblical injunction. Others simply think that it works and that most children who were spanked occasionally have no lasting impact.

I have tried to weigh in on this debate with some thoughts about why an occasional swat on the backside might be acceptable and some guidelines for making sure that we don't spank to excess and that we are carefully and deliberately choosing any particular discipline or behavior management technique that is available to us as dads.

Pseudoscience of single-sex schooling examined

While many parents chose to put their children in single-sex schools and anecdotal evidence may show these schools perform excellently, there is no well-designed research that demonstrates that these schools improve student's academic performance. There is, however, evidence that sex segregation increases gender stereotyping among children and teachers and legitimizes institutional sexism.

These findings are the focus of a new article that examines "The Pseudoscience of Single-Sex Schooling," published in the Sept. 23, 2011, issue of the journal Science. Authored by researchers in ASU's School of Social and Family Dynamics and social scientists from other universities, the article presents information for parents to consider when they are choosing an educational setting for their children.

Teaching boys and girls separately has become increasingly popular during recent years with at least 500 public school single-sex classrooms currently in the United States.

"Though public sentiment may have strengthened in support of such settings for improving the learning environment and outcomes for both boys and girls, the science is just not there to support this," said Richard Fabes, an author of the Science article and director of the School of Social and Family Dynamics in ASU's College of Liberal Arts and Sciences.

Fabes and the other co-authors cite evidence to the contrary, including a U.S. Department of Education review comparing single-sex and coeducational outcomes, which concluded that results of both are equal. Similar large-scale reviews in Great Britain, Canada, Australia and New Zealand found little overall difference between single-sex and mixed-sex academic outcomes.

In addition, claims that boys and girls learn differently is not supported by brain research since neuroscientists have found few sex differences in children's brains beyond the larger volume of boys' brains and the earlier completion of girls' brain growth, neither of which is known to relate to learning, the article states. Differences among the sexes can grow in sex-segregated environments, making positive interactions between boys and girls constrained, the social scientists write. "Positive and cooperative interaction with members of other groups is an effective method for improving intergroup relationships," according to the authors. There is evidence, however, that sex segregation increases gender divisions among children, according to the article. "Separating boys and girls in public school classrooms makes gender very salient, and this salience reinforces stereotypes and sexism," Fabes said.

The social scientists noted that research shows that children exposed to environments where individuals are labeled and segregated along some characteristic - gender, eye color, or randomly assigned t-shirt groups - infer that the groups differ in important ways and develop biases in their individual groups. "Is it ever good to segregate on the basis of race, income or age? I think the answer is no," Fabes said. "There is no good evidence that it is ever a good time to separate and segregate. Any form of segregation undermines rather than promotes equality."

Ex-president of Mexico sued in Conn. over massacre (AP)

HARTFORD, Conn. ? Former Mexican President Ernesto Zedillo, who is now a Yale University professor, has been sued in Connecticut for alleged crimes against humanity in connection with the 1997 killings of 45 people in a Mexican village, a lawsuit that he called slanderous.

Lawyers for 10 unnamed plaintiffs filed the lawsuit last Friday in U.S. District Court in Hartford, alleging Zedillo was responsible for the massacre by paramilitary groups in the village of Acteal, in the southern state of Chiapas, and tried to cover up the killings. The plaintiffs, who include people injured in the attack and relatives of some of the dead, are seeking total damages in the millions of dollars, one of their lawyers said.

Zedillo, who was president of Mexico from 1994 to 2000, is now a professor of international studies at Yale and director of the New Haven school's Center for the Study of Globalization. He said in an email to The Associated Press on Wednesday that he will be hiring an attorney to fight "these slanderous accusations."

"The allegations, as reported by the press, are totally groundless and obviously false," Zedillo wrote. He called the accusations fabricated and defended his record "on my pursuit for rule of law, respect to human rights, economic and social development in the poorest regions of Mexico and the achievement of full democracy in my country."

He added, "It is obvious to me that whoever is behind that lawsuit is not really seeking justice for the innocent people whose (lives) were so painfully devastated by that outrageous crime."

A Yale spokesman didn't immediately return a message Wednesday.

The massacre in Acteal on Dec. 22, 1997, was the worst instance of violence during a conflict that began when the leftist Zapatista movement staged a brief armed uprising in early 1994 to demand more rights for Indians in Chiapas.

Paramilitaries with alleged government ties attacked Roman Catholic activists who sympathized with the rebels during a prayer meeting in Acteal. The assailants killed 45 people over several hours, including children as young as 2 months old.

After the killings, Zedillo denounced them as criminal and urged government and human rights officials to investigate.

The 53-page lawsuit, however, alleges that Zedillo's administration ended peace talks with the Zapatistas and launched a plan to arm and train local militias to fight against them. It also claims Zedillo was aware of the actions in Acteal, covered them up and broke international human rights laws under the Geneva Conventions as well as a host of other laws.

The lawsuit says Zedillo "knew or should have known that his subordinates were committing human rights abuses, and he failed to prevent the abuses or punish those responsible."

Last October, a Mexican federal judge ordered the release of 15 people convicted in the massacre after ruling their convictions were based on illegally obtained evidence. That brought to 60 the number of convicts who had been freed after judges found irregularities in their prosecutions for the slayings. Thirty-five people remain in prison.

The lawsuit against Zedillo was filed by the Miami-based law firm of Rafferty, Kobert, Tenenholtz, Bounds & Hess and West Hartford attorney Matthew Dallas Gordon. Lawyers say the plaintiffs don't want their names revealed because they're scared for their safety.

"My clients are seeking justice ... against a man we're confident will be shown to have played a significant role in causing them harm," attorney Roger Kobert said Wednesday. "These are uniformly poor, agrarian, defenseless people and it took a lot of courage for them, even anonymously, to come forward and seek justice in the U.S. court system."

Kobert said there were efforts to bring similar claims against Zedillo in Mexico, but he didn't know the results of those attempts.

Kobert said the lawsuit was filed in Connecticut because that is where Zedillo now lives. It was filed under the federal Alien Tort Claims Act, which allows people alleging violations of international law to sue in the United States, and the Torture Victims Protection Act, which permits damages for torture and illegal killings abroad.

Berkeley filmmaker's movie on Latino legal pioneer to air ...

Abby Ginzberg gave up the legal profession decades ago, but never left it? behind.

A documentary filmmaker in Berkeley, Ginzburg has focused her lens on some of the best legal minds of the past 50 years. Her films have highlighted a prominent civil rights lawyers and a federal judge, as well as examining a crusading legal clinic and other advocates for social justice.

Ginzberg?s latest documentary, Cruz Reynoso: Sowing the Seeds of Justice, takes a look at Cruz Reynoso, the first Latino to sit on the California Supreme Cout.

Born into a southern Californian farm worker family with 11 children, Reynoso bucked family expectations by graduating from Pomona College and Boalt Law School. He became a fierce advocate for the rights of farm workers and the poor, and was appointed to the state?s highest court in 1981. Reynoso only held that position for six years before California voters recalled him, Chief Justice Rose Bird, and fellow justice Joseph Grodin for their liberal political views and opposition to the death penalty. He received the Presidential Medal of Freedom from Bill Clinton in? 2000, and now, at 81, teaches law at UC Davis.

The film will air on KQED Saturday, Sept. 24 at 6 p.m. and Tuesday, Sept. 27 at 11 p.m.

Berkeleyside asked Ginzberg about Cruz Reynoso: Sowing the Seeds of Justice,?(her third film with the word justice in the title), as well as the role of the Berkeley Film Foundation (she serves on the board). The foundation has given out $360,000 to emerging and established filmmakers in its three years of existence.

Berkeleyside: Why did you decide to focus on Cruz Reynoso? What was it about his life that intrigued you enough to do a film on him?

Ginzberg: I wanted to tell a story that would have resonance for all kinds of people. Cruz was someone who had a lifelong commitment to social justice, who had a difficult early life, who lived a life based on hard work and commitment to education and helped the community from which he came. Cruz was known to some people, but not to many. He seemed like a really good subject for me.

I knew what I was looking for, and his life story and the historic battles he was involved in fit the story I wanted to tell. I like making films about unknown, unsung personal heroes of mine.

Another reason I was drawn to Cruz is that there?s an essence to the man, a clear-sightedness and a deep humility. It comes through in each of the sections. But they each reveal a different part of him.
He was involved in some major battles that I thought deserved attention in the film ? the fight to save California Rural Legal Assistance, when Governor Reagan threatened to veto its funding; the fight against the recall of three justices in 1986, when Cruz Reynoso, Rose Bird and Joe Grodin were attacked by right-wing business interests and lost their seats, and his efforts to investigate voting rights violations in Florida following the 2000 presidential election.

What do you think is the most telling chapter?

Ginzberg:?For me, I feel like who Cruz is, as a human being, is cumulative. He?s always been the same person, as Dolores Huerta says at end of the film. There?s an essence to the man, a clear-sightedness and a deep humility. It comes through in each of the sections. But they each reveal a different part of him.

You see a feistiness when he?s fighting to defend the CRLA. In the attack on the court, it becomes more personal, and it threw him and his fellow Justice Joseph Grodin for a loop. They believed in the independence of the judiciary, and didn?t think that it was going to get that hot around their own feet.

And then again you see fire in the belly in the election of 2000. He was really upset by the systematic disenfranchisement of African American voters in Florida. It got to him. Even though he was a government official taking testimony, you can feel his anger.

How did his childhood affect his outlook on life?

Ginzberg:?To me, one of the really compelling aspects of Cruz?s story is the little detail, where he talks about his mom being upset with him for wanting to go on with his education ? ?My boys all read books instead of working.? It?s pivotal point, where he decides he will go on with his education.

In general you think of parents supporting education, but in a family with 11 kids, how you get them fed is primary. That moment resonates for young Hispanic kids. Many of them today are encouraged by their parents to continue their education, but not all.

By pursuing his education and getting a law degree, he had the opportunity to help his family in bigger ways than if he had stayed a farm worker.

His message to young Latinos is, ?You need to stay in school no matter what, because that?s what enabled me to have the opportunities and experiences that I had, and it will be the same for you.?

What do you think Cruz Reynoso should be remembered for?

Ginzberg:?Here?s a man committed to the fight for justice and equality, and that?s been at the forefront of his life for over 50 years. What is admirable is that today, at 80, he is still fighting against injustice and inequity. In addition, he has opened doors for countless other Latinos who have gone on to make a difference in the world while following in his footsteps. I?d hope he?ll be remembered for a lifetime commitment to making the world a better place. In his efforts to improve things, he has sowed the seeds of justice all over.

How did you get into documentary filmmaking?

Ginzberg:?I started my career as a lawyer and after 10 years decided I needed to shift gears.? Although I did not know it at the time, I think I found filmmaking because I wanted a better balance between my artistic and intellectual sides.

I also found I loved the collaboration involved in filmmaking rather than the contentiousness of legal practice. So I never looked back and there has never been a day when I woke up and wished I was going to take a deposition or argue a motion.? I have also been very lucky that without a game plan or any consistent employment I have been able to support myself as a filmmaker for over 25 years.

What is the role of the Berkeley Film Foundation? ?Can you describe the city?s community of filmmakers?

Ginzberg:?The Berkeley Film Foundation is supported by the City of Berkeley, Wareham Development Company and the Saul Zaentz Company, as well as by other contributors and provides grants to filmmakers who live or work in Berkeley. This year we started to give money to student filmmakers and they can live anywhere from Richmond to Emeryville. We have been in existence for three years and have given away over $360,000.

Berkeley has a particularly vibrant community of filmmakers and some of the best documentaries are produced right here, but funding is always an issue.?Among the films we have funded which have been completed, such as Better this World; The Barber of Birmingham; Between Two Worlds; and The Heretics have screened at film festivals throughout the United States and around the world and have won numerous prizes.

These films and others have gone on to make a difference way beyond Berkeley, but that might not have been possible without the support of the BFF.? It has been great to be part of an organization that supports the creation of innovative films right here.

Europe stalls on crisis, resisting US pressure (AP)

WROCLAW, Poland ? Eurozone finance ministers resisted U.S. pressure to provide a decisive solution to the debt crisis on Friday, saying they would delay until October a decision on paying out more bailout loans to to Greece to prevent a disastrous government default.

The delay was yet another example of Europe's halting effort over almost two years to solve its difficulties over too much government debt in some countries. Markets have been extremely volatile in recent weeks on concerns about the crisis, but barely moved on news from the meeting as expectations were already low.

Despite the lack of big announcements, the mood among officials at the meeting in Wroclaw, Poland, was at times edgy, with Austria's finance minister criticizing U.S. Treasury chief Timothy Geithner for not listening to European ideas.

Maria Fekter said Geithner ? the first U.S. finance chief to join such a eurozone meeting ? in "very dramatic terms" urged the Europeans to get a grip on the crisis, but she faulted him for not being responsive to suggestions. She said he ruled out a tax on financial transactions, which some euro countries see as a way of funding expensive bailouts.

"I would have expected that, if he explains the world to us, that he would also listen to what we want to explain to the Americans," Fekter said.

Geithner had joined the meeting in a sign of how the U.S. is increasingly concerned over the global impact of the eurozone debt crisis.

But his presence seemed to yield little at the meeting, where European officials appeared unable to make much progress on any of several fronts.

The European finance chiefs ruled out providing more fiscal stimulus to get their lackluster economies growing again, saying high debts left no space for extra spending. Another sticking point in the aid for Greece, a Finnish demand for collateral for a second bailout now being put together, was not solved either.

The payout of the next euro8 billion ($11 billion) installment of Greece's first bailout package depends on a review of the country's finances. The disbursement was originally scheduled for the end of September and the Greek government has said that without the new loan it will run out of money next month, forcing it to stop paying public-sector salaries and eventually default on its massive debts.

Officials from the eurozone and the International Monetary Fund have delayed their assessment until Greece has laid out a clear plan on how it will cut its deficits to targets agreed in its bailout program, said Jean-Claude Juncker, the prime minister of Luxembourg who also chairs the regular meetings of eurozone finance ministers.

Juncker said officials welcomed "the renewed, firm commitment of Greece" to its austerity program and said they "would decide in October on the next tranche."

A delegation from the eurozone, the IMF and the European Central Bank unexpectedly left Athens on Sept. 2, delaying the much-awaited confirmation that Greece was meeting the terms of its euro110 billion ($152 billion) bailout agreed in May, 2010.

The country's struggle to keep a lid on its spending and raise enough revenue has also increased uncertainty about a second euro109 billion aid package agreed July 21, when it became clear that the first batch of money would not be enough.

Fears that Greece might not get more rescue money and default have made Greek bond prices plummet, weighed on the euro's exchange rate with the dollar and roiled stock markets. Rumors and speculation by public officials about Greece defaulting or leaving the euro have helped keep the sense of crisis going.

"Rumors, leaks and comments that bring into question the decisions of July 21 and Greece's actions regarding these decisions are harmful, not only for Greece but for the eurozone as a whole, and the international economy, said Greek Finance Minister Vangelos Venizelos, adding that this was what was stressed by Geithner.

Hopes for progress on finalizing the terms of Greece's second bailout were quickly thwarted when Finnish Finance Minister Jutta Urpilainen said there was still no solution to her country's demand for guarantees to back its contribution.

The small Nordic country's demand has triggered similar requests from several other states, including Austria and the Netherlands.

Fulfilling all the requests for collateral could shave off hundreds of millions of euros from the overall bailout sum, hurting Greece's prospects of recovery and angering other eurozone nations who would have to fund the guarantees.

"If collateral will be provided, this will be done at an appropriate price," Juncker said, without giving further details on where discussions were headed.

Friday's meeting comes after several turbulent weeks on global financial markets, triggered by fears over the impact of a potential Greek default as well as mounting evidence of a slowdown of the world economy. Some eurozone banks have been facing difficulties to obtain short-term funding in U.S. dollars as other lenders worry about their exposure of the debt of struggling countries like Greece, Spain or Italy.

Those funding issues pushed the European Central Bank, the U.S. Federal Reserve and three other major central banks to give banks easier access to dollars on Thursday, in the hope they can stop credit from seizing up like it did after the collapse of U.S. investment bank Lehman Brothers three years ago.
